I think the correct problem statement would be:

what is 25% of 125?


Convert

25% → 0.25

"of"..→ "multiply" (*)

"is"..→ "is equal to" (=)

"What" → unknown variable (x)

Then your (modified) problem becomes:

x = 0.25 * 125

Solve for 'x'.
