What do they mean by the larger score is 6 though? Do they mean the sum

No they mean the maximum or the two dice.
Ex. \(\max\{(4,3)\}=4~\&~\max\{(6,6)\}=6\)
Here is a table of outcomes of tossing two dice:

As an example, if you rolled a 1 and a 5, the larger "score" is 5.

I wouldn't have used the word "score" there, which sounds more like it would mean the total for a throw. Maybe "score" is used wherever the question came from to mean a number shown on a die.

The above is a table of the \(36\) outcomes of tossing two dice.
To find the \(\mathcal{P}(A)\) count the number of pairs in which \(3\) is the maximum of the pair.
Then divide by the total \(36\).
