Converting Dollars into Units

Hi! I need some help converting dollars into units. I have tried everything I know and none of it looks right to me.
At the beginning of the day I currently start with $20 of energy dollars. I want to implement a new system that starts with 1,000 energy units. I have several activities that I work on thru out the day that have dollar values.
For example:
Grocery shopping is $2 for every 60 minutes of shopping.
Driving a car is $1 for 15 minutes of driving.
I need an equation that converts these dollar values into units. Also, the time is restricted. Such as, for 120 minutes of Grocery shopping is $4; and 30 minutes of driving is $2.
Please help if you can! As I said I have tried all I can think of and nothing looks right, but then again I could be over thinking this.

$20 represents 1000 energy units.
Divide both sides by 1000 to get 1 energy unit.
$20/1000 represents 1 energy unit

20/1000 = 2/100 = .02
