Equations and in between them

I found one answer can't find the second
The liner equation Y=2X+3 cuts the Y axis at point A.
1) find point A.
2)find the liner equation which passes on point A and is parallel to the X axis.

I did the following to find A
Y=2*0+3
A is (0,3)
Now I am confused on how to find (2) I got the slope -2 from
Y=2X+3
Don't know what to do?
 
I think I found it because it says the liner equation passes through A and is parallel to the x axis their slope isn't -2 but it's zero and the liner equation is Y=3 am I correct ?

Yes, y=3 is correct.
