How would I find e(y) and var(y) if e(x) and var (x) is not given?

It sounds like this is part of a larger problem in which you have already been told something about X. That should give you the necessary information to find E(X) and Var(X). (By the way, e(x) is not the same thing as E(X), so be careful when you type. Case matters in math.)
