Finding the equation of a circle

Math elp.jpg Hello everyone! I am pretty close to loosing my mind and I would greatly appreciate some help.

Okay, so in problem at the top of the page, the center is (-13,-16) and a point on the circle is (-10,-16). So I understand I need to use the distance formula. Would -13 be x1, -16 be y1, -10 be x2 and -16 be y2? Why does it seem to me like the numbers are not in their correct spots in the distance formula? This is driving me nuts!

As far as I can tell - those spots are correct! Use the formula and continue....
 
Why is it - 16 - negative 16 in the beginning of the formula? Shouldn't it be - 16 - -13?
 
I don't understand why certain numbers and being plugged in certain spots in the formula for distance and the formula for midpoint.
