My job is this:
suppose you estimated the regression of the form: voter turnout = 56 + 20 * PR + mu where voter turnout is the average percentage of eligible population turning out to vote in a specific country and PR is a binary variable that equals to 1 if a country uses some form of proportional representation as its electoral system, and 0 otherwise.
a) assuming Gauss-Markov assumptions hold, what is the expected voter turnout percentage for a country that uses proportional representation?
b) suppose now E[mu|PR = 1] = 3 instead of 0, violating one of Gauss-Markov assumptions; what is the expected voter turnout percentage for countries with proportional representation now?
Do I understand correctly that in place of the PR you just need to substitute the numbers?
That is, in paragraph a) it will turn out 76%, because PR is 1?
And in point b) it will turn out 116%, despite the fact that this cannot be so? After all, PR is 3: 56 + 20 * 3 + mu = 116
If this is wrong, then how should one do it?
