Help with this exponential function

The function is f(x) = 2e^(x-b) + B
It asks to find the value of B and b

Well would I use simultaneous equation to do this?

If the graph was translated down 1 unit, translated 3 units to the left and dilated by factor 1/2 paralle to the y-axis, write the equation of the new graph...

I am not sure how to do this one...

Without any other information, I don't see how you're supposed to arrive at any particular values, your hypotheticals about graphing notwithstanding. Sorry.
