How do you do this problem?? Find the slope-intercept form.

parallel to 3x + 7y =4 passes through ( 5 -2 ) :?:  [/b]

Read here to find slope intercept: http://mathforum.org/library/drmath/view/52883.html

Once you can do that, lines that are parallel have the same slope. So when you find the slope of the original equation that is the slope of the parallel equation. Then you take the coordinate you know and plug it in, solving for b. Then you put it all together in y = mx + b and you have your desired equation.
