15. On Jump Street, there are 9 houses in a row. At least one person lives in each house. Any two neighbouring houses together are inhabited by at most six people. What is the largest number of people that could be living on Jump Street?
(A) 23
(B) 25
(C) 27
(D)29
(E) 31

I am getting the answer 27 and 25.
If I consider that out of 9 houses 1 people live in 5 ( 5x1=5) and 5 people in 4 houses (4x5=20) so 20+5= 25 people

If I consider that 3 people live in each house so 3x9= 27 people.

both of these answers are wrong.
 
h1-h2 has 6 people
h3-h4 has 6 people
h5-h6 has 6 people
h7-h8 has 6 people
This used up 24 people and we also assure that h2-h3, h4-h5, h6-h7, h7-h8 has 6 people.
How many people can live in h9?
Now what is your answer?
 
The remaining house can be imhabited by max 5, by considering its neighbour inhabited by only 1 person.
24 and 5. 29 people.
