15. On Jump Street, there are 9 houses in a row. At least one person lives in each house. Any two neighbouring houses together are inhabited by at most six people. What is the largest number of people that could be living on Jump Street?

I am getting the answer 27 and 25.
If I consider that out of 9 houses 1 people live in 5 ( 5x1=5) and 5 people in 4 houses (4x5=20) so 20+5= 25 people
If I consider that 3 people live in each house so 3x9= 27 people.
both of these answers are wrong.
