Warm Up #1 -- How many 6s in 18? 3 exactly.
Warm Up #2 -- How many 4s in 17? 4, with one left over from the original 17..

How may 80s are there in 8? Whole Number answers only.

I would not bother with the first zero; I would start by seeing that 81 is greater than 80, so I'd just put 1 in the quotient and subtract 80 from 81. So "we" do not put the zero there.

But if, as they have done, you choose to start with the 8 rather than going straight to the 81, the quotient digit is 0 because 8 is less than 80, so anything larger than 0 would mean we had to subtract something larger than 8 from 8. And we don't do that in long division.

I will confess that I find that leading 0 to be odd but they are saying that "80 divides into 8 zero times with remainder 8, then bringing down the 1 and dividing 81 by 80 as the second step. That is correct but unnecessary since anyone ought to immediately realize that and go on to 81- 80= 1 as the first step.
