How many different pairs of numbers

10 numbered tickets.
Red + Blue.
Red placed into a red box, and blue into a blue boc.
Teacher removes one ticket from each box, and record the pairs of numbers on the board, and then puts them back into their box.

How many different pairs of numbers? 25 or 10, and why?

There are 5 distinguishable items placed into each of the two boxes.
You have 5 possible choices from each box thus you have 5 x 5 = 25 possible pairs.

I was thinking the same, but what was catching me is seeing that there are only 3 pairs of numbers

but they are distinguished by color
you don't have any cases of duplicates of number/color
