First you need to turn the terms into integers; since they are tenths and hundredths, respectively, you can to that by multiplying both terms by 100. (This is sort of the opposite of simplifying.) Then simplify the (ordinary) ratio you get, if possible. (In this case, you can't, because 773 is prime.)
 
Jim:Joe = 3.10:7.73 = 310:773

For every bunch of 310+773=1083 jellybeans,
Jim has 310 of them while lucky Joe has 773.

...but lucky Joe sees his dentist more often than Jim:p

The ratio 3.1 : 7.73 is not exactly equal to the ratio 2 : 5.

The book rounded 0.4010… to 0.4

Instead of using an equal sign, the book ought to write 3.1 : 7.73 ≈ 2 : 5 because the two ratios are close but not exactly equal.
 
Another way or looking at it: 3.1 divided by 2 is 1.55. 3.1= 2(1.55). 7.73 divided by 5 is 1.546. 7.73= 5(1.546).
Rounding that "1.546" to 1.55 would give us that 7.73 is approximately 5(1.55). So while 3.1 is 2 times 1.55, 7.73 is approximately 5 times 1.55. 3.1:7.73 is approximately 2:5.
