With a base of 13 feet and a height of 26 feet what is the length of a Fibonacci curve and what formula do i use to calculate it with different width and height inputs?

Is the curve that you're talking about the Fibonacci spiral?

If so, then it does not make sense (to me) to describe a portion of the Fibonacci spiral in terms only of a "base" and "height" whose ratio is 2:1.

The two smallest squares above form a rectangle that is 2 units by 1 unit (i.e., the dimensions are in ratio 2:1). In other words, we could enlarge that particular region to become 26 feet by 13 feet. The length of that portion of the curve shown would then be 1/4th the circumference of a circle with radius 13 feet.

(None of the other rectangles formed by the squares above are in ratio 2:1.)

But, I'm not sure what you've been asked to do. Can you provide more details?
