If the question had asked:

You spent 35 dollars out of 50 dollars in your wallet. What percentage of the money in your wallet did you spend?

Your assignment is very similar to the question above.

Please show us what you have tried and exactly where you are stuck.

To convert a number, which may or may not be a fraction, to a percentage you multiply the number by 100%. The reason why this works is because 100%=1 and multiplying by 1 never changes the value.

where do I begin
Hi littlemisskiss. Can you give us some context? Are you the student? If so, then I'd begin with an introduction to the topic of percents. If you don't have a textbook, then you can google for written lessons, video lectures and worked examples. Here's a basic video lesson.

In your exercise, the whole day is 24 hours and the part of that when sloth sleeps is 19 hours. Can you watch the lesson and try? Let us know if you have questions.

?

Since this has been here nearly a week:
19 out of 24 is $\frac{19}{24}= 0.7916666666666666666666666666666...$.
You can write that (79 and 1/6) over 100.

19 is 79 and 1/6 percent of 24.

The value of a percentage can be calculated by
(value/total value)×100%
Here
(19/24)x100 = 79.17%
So the percentage of a day does the sloth sleep is 79.17%

Someone in these parts ought to start using the Preview button regularly.
