How to read stem and leaf plot

I'm asked to find the median, and quartile 1 and 3 from the stem and leaf plot but I'm a little confused on how to read it.

If the Leaf Unit = 0.01 how would I read the values below?

Would 85 and 2 be read as 85.2 or 0.852?

Also for the values like 86 and 99 that have empty spaces next to them, do I not count them?

Would the lowest value be 85.2 and the 2nd lowest would be 91.3? Also, would the last one (100 and 0) be 1.0?

Stem and Leaf doesn't necessarily reveal magnitude. It is the author's responsibility to be clear.

0.852, 8.52, 85.2, 852 - The scale should be part of the presentation or inherently assumable. For example, if these are supposed to be mass of adult humans in kg, then I'd lean strongly toward 85.2. These are some large people!

Medians don't care about spaces. Count only the data points. You'll also have to read your definition carefully. What should you conclude if there is no clear delineation with 50% on one side and 50% on the other? Is one side or the other strictly "Greater Than"? Definitions matter? What if the median falls between to given values? Shall you pick a value not in the set of recorded values or must you pick one that is recorded? Should you remove outliers, first? Again, read your definition very carefully.

The statement "leaf unit = 0.01" means that the leaf values are multiplied by that, and the stems by 10 times that. So 85|2 is read as 8.52, because the 2 means 2*0.01 = 0.02, and the 85 means 85*0.1 = 8.5. And 100|0 means 10.00.

Numbers that have no leaves aren't there.
