Initial reports indicate that the most needed item is water. To respond to this need, Red Cross officials have specified that the number of containers of water shipped should be twice the combined number shipped of blood and medical kits. Red Cross officials want to determine if there is some combination of the four items which will fill the plane to its weight and volume capacities, expend the full budget $150,000 and satisfy the requirement regarding the shipment of water. Advise the officials accordingly.

You ask for help, but you haven't indicated where you need help, or even what you have tried.

You put this under Pre-algebra, which would imply you know only the very basics of algebra at most. But it looks like you'll need to write four equations in four unknowns. Is that something you've learned? If so, please try writing those equations.
