LA Change Of Basis

Hi Im trying to find the rotational matrix between two vectors. I looked in my Intro to Linear Algebra book by Gilbert Strange but iit doesn't mention any methodology specifically. It did elude to the possibility that you can use "Change of Basis" in some way??

is this true that you can find a rotational matrix between two vectors using change of basis? https://en.wikipedia.org/wiki/Change_of_basis
If not what methodology(s) do you guys use to do this?
