Likelihood of 2 groups carrying out an action

I'm working with the HR team of my company, and have been given the following data:

Group 1 (Office Workers): 2,516
Group 2 (Remote Workers): 6,650

Group 1 Incidents: 27
Group 2 Incidents: 7

I need to work out how much more Group 2' is likely to have an incident compared with Group 1, based on number of incidents and size of team.

Is there a simple solution to this?
