Perhaps, the Orkans express emphasis by repeating words instead of stressing them? Similar to Filipino, where, for example, Banyo? means "Where's the bathroom?" versus Banyo Banyo? which means something like "I need a bathroom now!" Hence, the adjective above would imply that the technology brought by Mork was either (1) comprised of VERY small components or (2) the purpose of Mork's mission was really to say HELLO to earthlings in big ways.
