Can you solve this by showing steps?

(1-4) ^-2

The answer on the text book is 16 but my instinct tells me it is 1/9
 
(1-4)^-2 = 1/9
but
(1/4)^-2 = 16.
Have you read the question correctly? Sure the minus sign isn't a division sign?

Like HTC said, make sure that you problem is stated correctly:

\(\displaystyle (1\ \div \ 4)^{-2} = 16\)

Otherwise, your "text book" answer is incorrect.
