Per Diem Expenses

I am working on calculating travel per diem expenses. How can I calculate the meal reduction percentage for each meal type when given the following:
M&IE Total: $59.00
Breakfast: $13.00
Lunch: $15.00
Dinner: $26.00

What is "M&IE"?

What is the "meal reduction percentage"? How does this relate to the allowed per-diem? How much is this per-diem amount?
