Does anyone know what pp stands for next to a number as a unit as measure? For example, it went up 4.0pp in 2018

Please post the EXACT wording of the problem.

One option could be

pp → percent points.​

It all depends on the context of the statement.
 
I'd say "percentage points". But, as Subho said, it really depends on the context.

The difference between percent and percentage points can be illustrated as follows:
Suppose an interest rate goes up from 8% to 12%. The interest rate has gone up by 4 percentage points, but the interest rate has gone up 50 percent.

These two concepts are quite often used incorrectly in newspaper reports.

And by the financial people. They use either of the two - whatever looks better (stock prices went up by 50 percentage . While going down it will 4 percent points)
