I'm working on a percentage "times more likely" statement for a paper.

The national average of these cases is 3% and the state average of these cases is 14%.

How many "times more likely" are we to see these type of cases in our state versus the nation?

About how many times is 14 of 3? (Hint: Divide.)

There are several issues you might be concerned about. To make sure we are not talking about different things, can you tell us what your answer is, and what you are unsure of?
