Quadratic Equation Problem

I am working on Quadratic Equations and it has been a little while. Can someone explain to me the last step of the problem? I just do not understand how sqrt(304)/10
calculates to 2/5 *19^1/2. I am new to the forum and I thank you for your help. I will do my best to look around and see if there is anyone I can help.

First, Welcome!

Second, use parentheses to clarify meaning. 19^1/2 is very awkward. 19^(1/2) is better.

Third, how are your prime factorization skills?

304 = 2 * 152 = 2*2*76 = 2*2*2*38 = 2*2*2*2*19

Where does that take us?
