I'm thinking that this question is not properly worded.

The phrase "anything to the square root of zero" means x^sqrt(0), where x is "anything".

I don't believe that you're thinking about sqrt(0) as an exponent.

Are you trying to ask whether or not the square root of zero is always zero ?

It is because zero is the only number that produces zero when multiplied by itself.

0^2 = 0 so sqrt(0) = 0

"anything to the..."

If you want to indicate exponentiation, then you don't use the asterisk. You would use the "^."
If you mean exponentiation, then it could be

\(\displaystyle {\sqrt{5}^\sqrt{0}} = 1\)

No, anything [raised] to the square root of zero is not 1. The exception is \(\displaystyle 0^0\), which is indeterminate.
