I don't understand if I should sum up all the supplier other project cost and sum up all the supplier's interviewer cost?

Is this for your employment continuation? You will want to get up to speed on the ratio calculation.

Your first task is to figure out where 149,800 comes from. 850 * What + 7700 * What = 149800? Maybe you'll want to convert everything to a DAILY rate? Maybe you should expand it all to a 20-day rate.

7 * 20 * 850 + 4 * 7700 = 119000 + 30800 = 149800 -- Well, would you look at that!

Most importantly, tell me where the "4" came from.
 
The '4' is to get to a 20-day rate. since it is given that 'each 5 days' can be grouped as 'one item'. Therefore 5 x 4 = 20 day
 
That's very good. Now, how do we add up ALL the interviewer costs and ALL the other costs.
 
All interviewer costs = $149,800+ $113,200 +$128,800 +$123,600 = $515,400
All other costs = $7,700 + $5,800 + $6,200 + $8,100 = $27,800
 
Not quite. 149800 is ALL costs. You must subtract the "Other" to isolate the "Interviewer".
