Rotation and Sperical coordinates Question

Hi I'm rotating the yellow line line around the world using spherical coordinates as shown. I want to rotate the lightblue line along with the yellow line and maintain it's "right angle" relationship toughout. What is the most effective way to do this?

any ideas would be helpful
