In the assembly shown in the figure, a \(\displaystyle 50\)-\(\displaystyle \text{mm}\) outer-diameter and \(\displaystyle 40\)-\(\displaystyle \text{mm}\) inner-diameter steel pipe \(\displaystyle \left(E = 200 \ \text{GPa}\right)\) that is \(\displaystyle 1\)-\(\displaystyle \text{m}\) long acts as a spreader member. For a factor of safety \(\displaystyle n = 2.5\), what is the value of \(\displaystyle F\) that will cause buckling of the pipe?
