Well lets see. Suppose the worker literally was paid after each hour.
After 1st hour receive $21
After 2nd hour receive $21
After 3rd hour receive $21
After 4th hour receive $21
After 5th hour receive $21
After 6th hour receive $21
After 7th hour receive $21
After 8th hour receive $21
.
.
.
After 40th hour receive $21

So the worker received $21 forty times. That is $21*40

Just recall:

Total pay = (pay/hour)(number of hours)

It is equivalent to distance being rate of speed (distance per time) times time. We get dimensional consistency.
