Do I have to treat these as separate equations?

x-10/x-29 and -x+30?

and what about the f(x)?

You need to answer the questions based on the graph, not by plugging in values. Did you graph it?
 
10+ means to the right and negative means to the left.
Great - so then 10+ means a bit GREATER than 10. What does your graph show as value of f(x) at a point very near to 10 (yet grater than 10)?

That's the thing how do I graph it in math way I can upload the image easily and it will read the text but in geo algebra i'm clueless please help. I want to learn the tips of how this is done thanks.
 
Btw, what was your input in GeoGebra?
Was it (If x≤10, -x+30) and [MATH]\bigg([/MATH]If x>10, `(x−10)/(x−29)`[MATH]\bigg)[/MATH]?
I can't seem to make GeoGebra app to give me a graph with a little "open" circle dot at the point (10, 0) on my phone.
I thought I had to input the f(x) and a huge curly bracket.

Do I have to include the 'if'?

I don't get nothing?

Do I have to graph each equation seperatetly?
