Do you know the definition of "radian"? If the tire is in contact with the road, then the linear distance traveled is equal to the arc length of the rotation.
 
"If the radius of the tire is 0.23 meters" then what is the circumference of the tire? Every time the tire turns through 2π\displaystyle 2\pi radians, the wheel will have moved forward that distance. If tire rotates through 3.4π\displaystyle 3.4\pi, how many multiples of 2π\displaystyle 2\pi is that? So how far will the wheel move forward in one second?
