writing the equation of a circle.

to be honest, i feel very confused on how i got this problem wrong!
because it's a pretty easy question.
since the equation of a circle is (x-h)^2 + (y-k)^2 = r^2
and the point of (h,k) is (-3,1) and the radius is 4
i put down (x+3)^2 + (y-1)^2 = 16

this is the circle:
