Is the converse of "if an event is unlikely to occur, then the probability of the event is 0.001" true?

What does the first question (which I've named "A" in the above) have to do with the second (which I've named "B")? Or is it a separate exercise? Also, on what basis is B's if-then statement assumed to be true?
