Do you know what 10-24 means? It means 1/1024, which is 0.000000000000000000000001.

So, what is the value of 1.6605 X 10⁻²⁴?

1.6605e-24

That is a common computer/calculator representation of 1.6605*10^-24; the "e" means "times 10 to the power ...". It adds nothing to the discussion unless you interpret it.

The answer, written out normally, is 0.0000000000000000000000016605.

Now, which is larger: that or 1?

And perhaps you can tell us the context of the question, because there is probably more to discuss.

Multiplying any number by 10-24 is a command (like +, -, x ,,,etc) to move the decimal to the left 24 places from wherever it is.

Since both 1 g and 1.6605 X 10⁻²⁴ g are both in grams we just need to decide which is bigger between 1 and 1.6605 X 10⁻²⁴. Based on what I wrote above the answer should be obvious.
