Maybe the key on the y axis says “in thousands” even though the numbers are already in thousand so it would technically read “10,000,000”

If that is the answer given, it is rather foolish. I suspect that annual travel expenses for the sales department of a large company could easily be
2,000,000. It is very frequent in corporate documents to give numbers in thousands: General Motors reported net earnings of
6,427,000 thousands of dollars in 2020. That means billions.

What may be a graver fault is that there is nothing to indicate what time period is involved: are these monthly, quarterly, or annual numbers.

Don't think too hard about it. This is bar graph data being displayed as a line graph.
