I have a problem by understanding the term perceived critisim in the Article:

Afghanistan: Taliban Trample Media Freedom

The Taliban have gutted Afghanistan’s media since taking control of the country in August 2021.

"The Taliban have gutted Afghan media since taking control of the country in August 2021 thorough the use of survellience and censorship and by punishing media workers for perceived critisicim.
It not connected to math. But I need a English speaker to explain it to me.
I understand if I get no responde.
I explore the Afghan studies and the decline in education in this country. I think if I will explore enough I will find sights in mathematics in this country. If I success ... - that I don't know!!.

This means that if they perceive what someone says as being critical of them, they punish that, even if it was not really intended as criticism.

Here, "perceive" means to sense something, and in particular to interpret what they observe in a certain way.

And "criticism" means speaking critically, or negatively.

Both words, of course, have other senses; "perceive" can mean merely detecting the existence of something, and "cricitize" can merely analyzing art or literature.
