Because my hypothetical mean, HM is 42 which is a constant. So, Expected of hypothetical mean = Variance of hypothetical mean = 42.

Yeah, but variance of a constant should be 0. However, if a = 0, k = v/a, then k = infinity. Z = 1/(1+k) = 0. Then the answer is 42...
