Combination puzzle, I only got to Pre-cal 1 20 years ago!

So I'm trying to rule out a math component to this word puzzle. If I could figure out the mechanism for turning the number strings into letters to use in the crossword puzzle, I could figure out the rest. Just stuck on how to get the number strings to represent words? I did notice that there isn't a "1" at all.

Where did this come from, and what more were you told about it? Context can be very important in solving a puzzle.

My first thought was that it might be ASCII, but I'd expect either an even number of digits, or lots of 1's. Also, the number of digits doesn't correlate to the number of letters.
 
The original text (removed because probably doesn't help the context) who dis? 3 x 3 = 9. 0 = null. And that's the Tea.

That's the Tea means gossip. The puzzle should result in describing a person and then I have to draw that person.
 
Honestly, just doing a search of "3x3" and "null", I came up with Matrices, but I have no idea how that could be related.
 
Please quote the exact wording of everything, including instructions. I want to see how you know it's about a person, and so on.

Based on what I've seen related to the apparent background of the question, I'd guess that the puzzle may be nonsense, and other features (such as the title) are the real clues. I doubt there is any math here, so it's not worth my time.
 
I figured it out. It was a T9 cipher(smack head). The answer is Pierre Frédéric Sarrus.

3x3 = 9, "T"ea.
 
nevermind I found out how to cipher it. Now just stuck on machiavelli and angry. any help?
