My answer is 16 beacause the 2 multiplies the whole parenthesis
2((1/2)*2*2) ->2/2*4*4 = 16, but the answer is 4
So why is 2*(1)/(2)*2*2 = 2((1)/(2)*2*2)?

Oh its because you have to solve whats in the parenthesis first got it
(but still isnt this proving the distributive property inconsistent?)

The distributive law applies to multiplication over ADDITION (or subtraction).
That is
a x (b+c) = ab + ac
NOT
a x (b x c) = ab x ac (this statement is incorrect)
