IF I understand your question correctly, the answer is NO. You do not multiply both the (3/4) term and the (-12x -1/2) by (4/3). You multiply each side of the equation by (4/3) just one time.
3/4 (-12x -1/2) = -12
(4/3)[(3/4) (-12x -1/2)] = (4/3)[-12]
(-12x -1/2)] = -16
