if (-2x^3+5x^2+x-4/x+2)=ax^2+bx+c+(d/x+2)

You need to learn to group your operations - so that your post makes sense (use PEMDAS principle). Your post should be written as:

Evaluate the expression -3a-b+3c+d

if
(-2x^3+5x^2+x-4)/(x+2) = ax^2+bx+c+ d/(x+2)

You could use long-division (or synthetic division) to simplify the left-hand-side (LHS). Then equate coefficients of same power of "x" to evaluate a,b,c, and d.
