Expressing decimal as percent

I've forgotten how to express a decimal as a percent? Can someone help me? 0.004 expressed as a percent is?????
 
\(\displaystyle If \ 1 \ is \ 100\%, \ then \ .004 \ is \ what \ \%?\)

\(\displaystyle If \ in \ doubt, \ use \ a \ direct \ proportion, \ viz.,\)

\(\displaystyle \frac{1}{100} \ = \ \frac{.004}{x}, \ x \ = \ (100)(.004) \ = \ .4\%\)
 


To convert a percent in decimal form to the form that's written with a percent sign, multiply by 100.

EGs:

0.05 is 5%

0.0625 is 6.25%

0.44 is 44%

1.9 is 190%

:idea: Do you know? Multiplying a decimal number by 100 is the same as shifting the decimal point two places to the right.

You can't have equality between your second to the last step and the last step. \(\displaystyle (100)(.004) = .4 \ne .4\%\)
