find the equation of the line perpendicular to 9x-18y+1=0 and with the same y-intercept as 3x-y=2

If \(ax+by+c=0,~~a\cdot b\ne 0\) is a line its slope is \(m=\frac{-b}{a}\) its \(y\text{-intercept }\) is \(\dfrac{-c}{a}\).
Now any line perpendicular to the given line has slope \(\dfrac{-1}{m}\).

What is the slope of the line 9x- 18y+ 1= 0? What is the y-intercept of 3x- y= 2?
Do you know what those words, "slope" and "y-intercept" mean?
