This question is about other. So My (limited) understanding is we have linear or exponential.
linear is fixed rate per n
exponential is fixed % per n
Then what is it called with it is stated as a percentage of change from year to year but is variable each year.

That is dependent on your rate of change but does not have a constant of change, so I fail to see what you mean.
Do you mean that the percentage changes constantly, or that the growth is different every year?

Yes I mean if it is variable. Like mayby it experiences growth and decay over time.

Well, then, that is clearly neither "linear" nor "exponential. If you are asking for a "name", the type of function, I would call it a "piecewise" function, having different formula on different "pieces" (different years here). If each year were a different linear function, it would be "piecewise linear". If each year were a different exponential function, it would be "piecewise exponential". If the different years might be linear, or exponential, or some other function, it would just be "piecewise".

So if is it a piecewise exponential do you know what the formula for that looks like and what it is called? Or do you literally just do for example an explicate exponential equation year by year and list the findings next to one another (piecewise)

Yes!
