Give an example of a function which has infinitely many critical points, but no absolute maximum or no absolute minimum. I don't know how to go about finding a function.

"Finding" a function means to use your imagination to specify ANY function that has the criterion or criteria given by the problem.

In this case, there is only a single criterion, namely that the function have an infinite number of critical points. So let's start by asking what is the definition of a critical point?
