How to express how much more likely for two indicators

If I have a data set that has a population size of 700, of which 500 are men and 200 are women, and I want to see how many of those committed a crime in the past year. I find that of the population size of 700, 30 committed a crime, 29 by men and 1 by a woman. How do I express how much more likely men are to commit a crime than women within this population size. Do I say that as men made up 71% of the original population size, it can be expected that they would have constituted 21.3 of the people committing a crime, and as such, and since they in fact made up 29, I do (21.3-29)/21.3 =36% more likely to commit a crime than women?

Or do I 29/500=5.8% and 1/200=.5% thus 5.8/.5=11.6 or 1106% more likely to commit a crime?

Or am I wrong in both approaches.
