How to test whether claims at 5% significance level are true - regarding adversting effects?

An advertising campaign for a company claims that it increased tourism demand by more than 40,000 people. Test whether these claims are correct at the 5 percent significance level.

Data is: Year 1: 97,000
Year 2: 77,000
Y variable (as above) 97,000, and second model is 77,000
X Variables (if needed) 3.80

Is there a way to do this from the amount of information supplied?
