Not sure of the wording. Does this imply that 35% of the total work force was laid off and that that represents 2K employees? In other words, 2K = 35% of the total workforce?
Whatever, you should start by naming things. In this case start by saying (write it down on your paper) "Let x represent the total number of employees before the reduction."

Another thought is that after the reduction the new total number of employees is 65% of the original number of employees.

Company total employee = X
Company will reduce employement by 35% of X
35% of X = 2K
What is X?

Thank you for your help.
