We have f:A->R A=(a,b) .I want to find the mean value of the integral from a to b . Is it possible to apply the mean value theorem or it only works in closed (for example in this function in [a,b])

Please show us what you have tried and exactly where you are stuck. Why do you think MVT is not applicable for open boundaries?
